Closed circuit television (CCTV) is a useful tool in the detection and investigation of community safety and crime problems. The Town of Victoria Park has developed this partnership program with the WA Police Force to increase the number of CCTV systems in the Town in strategic locations.

The intent of the CCTV Partnership Program aims to assist private residences, businesses or community groups to install an effective CCTV system and create a partnership between the applicant, the WA Police Force, and the Town to address crime and safety problems through visual surveillance.

The Town is providing rebates for half the cost of a CCTV project (up to $750) if it overlooks the public realm. Please contact the Town to discuss your plans for a CCTV system before installation or applying to be a part of this partnership program.

Terms and Conditions

  1. CCTV must be installed within the Town of Victoria Park and remain within the Town
  2. CCTV must be fully paid, and all forms must be completed in full before the rebate is issued
  3. CCTV must overlook the public realm such as the road, footpaths, front verge, parks or laneways
  4. Applicants are eligible for newly installed systems are upgrades to an existing system
  5. Rear properties or buildings with limited view of the public realm may not be eligible. The Town will assess on a case-by-case basis
  6. Before the installation or upgrade, the applicant must provide the Town with marked photos/video to confirm camera field(s) of view
  7. One application per property will be considered each Financial Year
  8. The applicant must agree to provide footage to the WA Police Force upon request and register their system with Cam-Map WA
  9. Within 90 days of Town approval, the CCTV system must be installed
  10. If the applicant is not the property owner, there must be written permission from the property owner or agent authorised to act on their behalf before the CCTV system is purchased and installed
  11. CCTV must meet the 50% Facial Recognition Requirement of the WA State CCTV Strategy Resolution Test Chart within 10 metres
  12. CCTV must be provided and installed by a registered business with a Security Agent License 
  13. CCTV systems that have received funding from this program in previous Financial Years are not eligible for funding
  14. The Town will rebate the half cost of the CCTV system, up to $750. Allocating funding to a project remains at the Town's discretion. The Town does not guarantee rebates to all applicants if the allocated budget is fully expended
  15. There must be adequate lighting such as sensor lights to capture adequate footage
  16. Applicants must inform their neighbours (whose property or activities are visible in the camera's field of view) about the system because they may also benefit
  17. The CCTV system must be kept in working order. Failure to do so will result in the Town retrieving any payments it has made to the applicant
  18. The Town reserves the right to cancel rebate arrangements at any time if the above conditions have not been satisfactorily met. The Town is not liable for any cost incurred by the applicant

Application instructions

Step 1 - Read the T&Cs

Read the full Terms & Conditions and check that you are eligible to apply. Advice can be found on the Town's website.

Step 2 - Contact the Town

Contact the Town to register your interest for the CCTV Partnership Program. A Town Officer will check your eligibility and discuss your CCTV plans and help identify the best field(s) of view for your camera system. You are also required to detail your willingness to provide footage to the WA Police Force upon request. Installation should not take place prior to approval by the Town.

Step 3 - Get quotes and apply

Once the Town confirms your eligibility, you must seek at least one (1) quote for your CCTV system from a registered business with a Security Agent License Number. 

Send copies of the quote(s) to the Town with your completed application form. If you are not the property owner, please also provide signed permission from the property owner or agent authorised to act on their behalf. The Town Officer will advise successful applicants of their outcome.

Step 4 - Install and pay

Once your application has been approved by the Town, you may proceed with organising the installation of your CCTV system. The cameras must be installed as agreed by the Town Officer or as per the recommendation of the registered business.

The applicant is responsible for engaging and procuring the goods and services from the registered business. The applicant is also responsible for fully paying the total invoiced amount to the registered business. The Town is not liable, nor will it provide any payment to the registered business as engaged by the applicant.

Step 5 - Submit remaining documents

Please submit a copy of the invoice and a receipt showing proof of full payment of the invoice to the Town. Screenshots of the field(s) of view from the cameras must be attached, showing that it covers the public realm and meets the 50% Face Recognition Requirement of the WA State CCTV Strategy Resolution Test Chart within ten (10) metres of the public-facing camera. The chart can be found at on the Town's website.

Submit proof that your CCTV system has been registered with Cam-Map WA, the WA Police Force State CCTV Register: https://www.police.wa.gov.au/Your-Safety/State-CCTV-Register

It is preferred that all remaining documents are submitted in a single email to admin@vicpark.wa.gov.au.

If the file size is too large, please indicate that the documents are being sent across multiple emails.

Step 6 - Review by the Town

The Officer will review your application in full to ensure the Town has all necessary information and that all of the Terms & Conditions have been met.

The Officer will advise the outcome of the application in writing. In the event the Town requires more information, the Officer will contact the applicant.

Step 7 - Receive your rebate

Your rebate will be transferred electronically to the account nominated on the application form. Please inform the Town via email when you have received your rebate.

Step 8 - Follow up survey

Halfway through the next Financial Year, you will receive a survey asking some questions about your feelings of safety in the Town, the effectiveness of your CCTV system, and your feedback on the CCTV Partnership Program.
