Restart Business Grants

Small Business Resilience Grants are assessed based on whether they do or do not satisfy the assessment criteria. There is no weighting of assessment criteria or comparative scoring. Complete applications that are determined to satisfy all assessment criteria will be awarded the Grant until funding is exhausted.

• Must be a small business, defined as having 19 or fewer Full Time Equivalent (FTE) employees and an annual turnover of under $AUD 10 million.  
• The business' principal place of trading must be within the Town of Victoria Park.
• The business must not have previously received a Small Business Resilience Grant.
• Hold public liability insurance of minimum $10 million.
• Own or have permission to use any intellectual property associated with the initiative.
• Have no outstanding debt to the Town (this does not include payment plans or agreements).
• Have satisfactorily acquitted any grants previously awarded by the Town of Victoria Park.

• The initiative is intended to directly assist local business/es in recovery from COVID-19 and building ongoing resilience.
• The initiative is not, in the opinion of the Town of Victoria Park, a standard operating expense.
• The applicant can demonstrate an established and/or ongoing commitment to the Town of Victoria Park local economy, including:
  1. Holding a commercial lease agreement within the Town of Victoria Park local government area with at least twelve months remaining, or own the property which is the principal place of trading; and
  2. Demonstrating genuine, visible engagement with the local economy.
• The applicant can demonstrate the feasibility of the proposed initiative and their capability to successfully deliver the initiative.

Your business should be an active participant in the Town of Victoria Park's local economy. For many businesses, this can be satisfied by being present and available for business through a public shopfront, office or consulting room. If your business does not have a visible and public-facing physical presence, you may be able to demonstrate engagement through describing your business activities and collaborations within Victoria Park. If possible, provide documents or web links to support your submission.

Small Business Resilience grants are intended to support local businesses that are highly engaged with the Town of Victoria Park local economy. The application process will require you to provide evidence that your principal place of trading is within the Town of Victoria Park local government area. You will also be asked to address how you demonstrate "genuine, visible engagement with the local economy" (see above). If you can not address these requirements, you will not be eligible for a Small Business Resilience Grant. If you believe your mobile business meets these criteria but do not have paperwork to support your application, we recommend contacting the Town's Economic Development team on 9311 8111 or business@vicpark.wa.gov.au before applying.

Yes - the total cost of your project can be greater than $1,000 however no more than $1,000 (including GST) of the cost can be awarded as a Small Business Resilience Grant. You will need to have alternative funding arrangements (including self-funding) for the balance of the initiative. 

Yes - you can apply for the Small Business Resilience Grant multiple times but only be awarded the grant once. You will receive feedback as to why your application is unsuccessful.

Yes - you can apply for an initiative that you have already commenced provided your receipts are dated on or after 1 July 2020. 

Yes - you will need to provide quotes or receipts as part of the application process. You must provide details of either two verbal quotes, one written quote or a receipt for all items. The quotes or receipts should include the following information:

• Name, location and ABN of supplier;
• Itemised list detailing what has been/will be supplied;
• Price including GST details;
• URL, if using an online shopping portal; and
• Date of purchase (for receipts only). 

Successful applicants will receive a Payment Request Form to complete and return. The Town must have receipts for all spending before the grant can be paid. Receipts can be provided either upfront with your application or, if you have chosen to supply quotes for planned spending, with the Payment Request Form.

The payment process for Small Business Resilience grants requires you to submit receipts before payment will be made. The Town will provide successful applicants a Letter of Agreement committing to paying the grant amount awarded once receipts are provided and all other conditions met. 

Economic Development Grants are assessed by a panel on a competitive basis. Firstly, you must meet all eligibility requirements to be considered. The panel members will then score your application against the assessment criteria and these scores will be weighted. It is not guaranteed that all complete applications will be successful due to limited funds being available. 

• Must be a small business, medium business, incorporated association or individual/group under an auspice. organisation, as defined by Policy 121 COVID-19 Business Grants.
• The principal place of trading or location of the initiative must be within the Town of Victoria Park.
• Hold public liability insurance of minimum $10 million.
• Own or have permission to use any intellectual property associated with the initiative.
• Have no outstanding debt to the Town (this does not include payment plans or agreements).
• Have satisfactorily acquitted any grants previously awarded by the Town of Victoria Park.

• The initiative will assist the local economy in recovery from COVID-19 and is not a standard operating expense (worth 30%).
• The initiative will deliver at least one broad benefit to the local economy, including (worth 40%):
  1. Substantial improvements to the amenity of the public realm that will attract visitors to the area;
  2. Substantial activation of underutilised or vacant spaces that will attract visitors to the area;
  3. Provide a unique and visible retail or service offering that will attract visitors to the Town of Victoria Park;
  4. Foster networking and collaboration between local businesses to support COVID-19 recovery;
  5. Provide unique, regionally significant promotion, development or investment for the Town of Victoria Park's local economy; or 
  6. Foster innovation industries or innovative business practices in the Town of Victoria Park's local economy.
• The applicant can demonstrate the feasibility of the proposed initiative and their capability to successfully deliver the initiative (worth 30%).

No - some initiatives will provide a broad range of benefits and some will deliver significant outcomes for only one or two. Your application will not be penalised if it does not address all of the benefits. Focus on the ones that have the most relevance to your project goals and outcomes.

Yes - the total cost of your project can be greater than $8,000 however no more than $8,000 (including GST) of the cost can be awarded as an Economic Development Grant. You will need to have alternative funding arrangements (including self-funding) for the balance of the initiative. 

Yes - you will need to provide quotes as part of the application process. The number of quotes required will depend on the value of the items:

• $1,000 or less - one written or two verbal quotes
• $1,001 to $4,999 - three quotes including at least one written quote
• $5,000 or more - three written quotes

The quotes should include the following information:

• Name, location and ABN of supplier;
• Itemised list detailing what will be supplied;
• Price including GST details; and
• URL, if using an online shopping portal.
