The COVID-19 business grants are designed to support resilience, vibrancy and innovation in the local economy during the COVID-19 recovery process.

There are two categories available:

Small Business Resilience Grants

Designed to support small businesses that are actively engaged in the Town of Victoria Park local economy to adapt, build resilience and grow during COVID-19 recovery. The maximum value is $1,000 per recipient.

Economic Development Grants- NOW CLOSED

Designed to support projects,activities and programs developed by the local business community that will benefit the Town of Victoria Park local economy. The maximum value is $8,000 per recipient.

Business

Project Description

Little Love Baby Wares

Create an eye-catching mural on the building to attract visitors in the area. Mark out the mural outline and have the public assist painting of the mural.

Naja Business Consulting

Conduct research to investigate whether a chamber of commerce would benefit the Town, and if so, what would be an ideal setup and structure

Frogponds

Provide a free trial access to the Frogponds procurement platform for local school and businesses in the Town of Victoria Park.

CA Management

Provide a free trial of the already built Engaje community commerce app to the Town’s business community.

Dis-content

Select and develop free websites for businesses in the Town who don’t have a website and could benefit from an online presence.

Innolab

Develop a prototype for smart recycling bins and an online portal that can be purchased by local businesses.

Up Close and Local Tours

Run some food and drink tours which showcase the wide array of food and beverage available in the Town.

 

Small Business Resilience Grants

Small Business Resilience Grants support local small businesses that are actively engaged in the Town of Victoria Park economy to adapt, build future resilience and grow during the COVID-19 recovery process. 

Initiatives that might be suitable for a Small Business Resilience Grant include:

  • Building works to adapt how you trade or provide services
  • Setting up a website or online shopping portal
  • Training for strategic upskilling of your management or staff
  • Consultancy fees to help your business build future resilience

Small Business Resilience Grants can not be used to pay for standard operating expenses such as staff wages, utilities, rent, insurance premiums and consumables. You must be able to demonstrate that your initiative will help your business become stronger during the pandemic recovery process or build resilience for the future. 

For the purpose of Small Business Resilience Grants, a small business is defined as having 19 or fewer Full Time Equivalent (FTE) employees and an annual turnover under $10 million. To be eligible, the principal place of trading should be within the Town of Victoria Park.

Small Business Grants have a maximum value of $1,000 (including GST) which can be used to fully-fund or partially-fund your proposed initiative. It is possible to apply for the grant retrospectively, provided you can supply receipts dated no earlier than 1 July 2020. A business can only be awarded the Small Business Resilience Grant once per year. 

There is no set closing date to apply for a Small Business Resilience Grant. Applications will be considered up until the available funds are exhausted. To ensure applications can be processed fairly and efficiently, only complete submissions will be accepted for assessment. Please be aware that the Town will be having a brief shutdown period over the Christmas and New Year period, and applications received during this time may take longer than usual to process.

Frequently asked questions

How will my application be assessed?

Small Business Resilience Grants are assessed based on whether they do or do not satisfy the assessment criteria. There is no weighting of assessment criteria or comparative scoring. Complete applications that are determined to satisfy all assessment criteria will be awarded the Grant until funding is exhausted.

What are the eligibility criteria?

  • Must be a small business, defined as having 19 or fewer Full Time Equivalent (FTE) employees and an annual turnover of under $AUD 10 million.  
  • The business' principal place of trading must be within the Town of Victoria Park.
  • The business must not have previously received a Small Business Resilience Grant.
  • Hold public liability insurance of minimum $10 million.
  • Own or have permission to use any intellectual property associated with the initiative.
  • Have no outstanding debt to the Town (this does not include payment plans or agreements).
  • Have satisfactorily acquitted any grants previously awarded by the Town of Victoria Park.

What are the assessment criteria?

  • The initiative is intended to directly assist local business/es in recovery from COVID-19 and building ongoing resilience.
  • The initiative is not, in the opinion of the Town of Victoria Park, a standard operating expense.
  • The applicant can demonstrate an established and/or ongoing commitment to the Town of Victoria Park local economy, including:
    1. Holding a commercial lease agreement within the Town of Victoria Park local government area with at least twelve months remaining, or own the property which is the principal place of trading; and
    2. Demonstrating genuine, visible engagement with the local economy.
  • The applicant can demonstrate the feasibility of the proposed initiative and their capability to successfully deliver the initiative. 

I can't supply paperwork proving that I have a commercial lease or own a commercial property - what should I do?

How do I demonstrate "genuine, visible engagement with the local economy"?

Your business should be an active participant in the Town of Victoria Park's local economy. For many businesses, this can be satisfied by being present and available for business through a public shopfront, office or consulting room. If your business does not have a visible and public-facing physical presence, you may be able to demonstrate engagement through describing your business activities and collaborations within Victoria Park. If possible, provide documents or web links to support your submission.

My business is mobile (such as a food truck, street performer or mobile mechanic). Am I still eligible?

Small Business Resilience grants are intended to support local businesses that are highly engaged with the Town of Victoria Park local economy. The application process will require you to provide evidence that your principal place of trading is within the Town of Victoria Park local government area. You will also be asked to address how you demonstrate "genuine, visible engagement with the local economy" (see above). If you can not address these requirements, you will not be eligible for a Small Business Resilience Grant. If you believe your mobile business meets these criteria but do not have paperwork to support your application, we recommend contacting the Town's Economic Development team on 9311 8111 or business@vicpark.wa.gov.au before applying.

Can I apply for an initiative that costs more than $1,000?

Yes - the total cost of your project can be greater than $1,000 however no more than $1,000 (including GST) of the cost can be awarded as a Small Business Resilience Grant. You will need to have alternative funding arrangements (including self-funding) for the balance of the initiative. 

Can I reapply if my previous application was unsuccessful?

Yes - you can apply for the Small Business Resilience Grant multiple times but only be awarded the grant once. You will receive feedback as to why your application is unsuccessful.

Can I apply for the Small Business Grant retrospectively?

Yes - you can apply for an initiative that you have already commenced provided your receipts are dated on or after 1 July 2020. 

Do I have to supply quotes or receipts for my initiative?

Yes - you will need to provide quotes or receipts as part of the application process. You must provide details of either two verbal quotes, one written quote or a receipt for all items. The quotes or receipts should include the following information:

  • Name, location and ABN of supplier;
  • Itemised list detailing what has been/will be supplied;
  • Price including GST details;
  • URL, if using an online shopping portal; and
  • Date of purchase (for receipts only). 

How do I receive payment if my application is successful?

Successful applicants will receive a Payment Request Form to complete and return. The Town must have receipts for all spending before the grant can be paid. Receipts can be provided either upfront with your application or, if you have chosen to supply quotes for planned spending, with the Payment Request Form.

Can I receive payment before I spend money on the initiative?

The payment process for Small Business Resilience grants requires you to submit receipts before payment will be made. The Town will provide successful applicants a Letter of Agreement committing to paying the grant amount awarded once receipts are provided and all other conditions met. 

 

Economic Development Grants

Economic Development Grants support projects, activities and programs developed by the local business community that will benefit the Town of Victoria Park local economy. Initiatives must provide a benefit to a group of businesses, an industry sector or the broader local economy.

Initiatives that might be suitable for an Economic Development Grant include:

  • Networking and training opportunities for local businesses
  • Activation projects that can benefit a cluster of businesses or industry sector
  • Business collaborations and campaigns to encourage visitation and market engagement
  • Projects to support under-developed industry sectors
  • Projects addressing opportunities or needs created by the COVID-19 recovery process with broad economic benefits

Economic Development Grants have a maximum value of $8,000 (including GST) which can be used to fully-fund or partially-fund your proposed initiative.  

There is one funding round planned for the 2020/21 financial year. To ensure applications can be processed fairly and efficiently, only complete submissions will be accepted for assessment.

The panel members will then score your application against the assessment criteria and these scores will be weighted. It is not guaranteed that all complete applications will be successful due to limited funds being available.

  • The initiative will assist the local economy in recovery from COVID-19 and is not a standard operating expense (worth 30%).
  • The initiative will deliver at least one broad benefit to the local economy, including (worth 40%):
    1. Substantial improvements to the amenity of the public realm that will attract visitors to the area;
    2. Substantial activation of underutilised or vacant spaces that will attract visitors to the area;
    3. Provide a unique and visible retail or service offering that will attract visitors to the Town of Victoria Park;
    4. Foster networking and collaboration between local businesses to support COVID-19 recovery;
    5. Provide unique, regionally significant promotion, development or investment for the Town of Victoria Park's local economy; or 
    6. Foster innovation industries or innovative business practices in the Town of Victoria Park's local economy.
  • The applicant can demonstrate the feasibility of the proposed initiative and their capability to successfully deliver the initiative (worth 30%).

Do I have to address all of the broad benefits to the local economy listed in the assessment criteria?

No - some initiatives will provide a broad range of benefits and some will deliver significant outcomes for only one or two. Your application will not be penalised if it does not address all of the benefits. Focus on the ones that have the most relevance to your project goals and outcomes.

Can I apply for an initiative that has a value greater than $8,000?

Yes - the total cost of your project can be greater than $8,000 however no more than $8,000 (including GST) of the cost can be awarded as an Economic Development Grant. You will need to have alternative funding arrangements (including self-funding) for the balance of the initiative. 

Do I have to supply quotes to support my proposal?

Yes - you will need to provide quotes as part of the application process. The number of quotes required will depend on the value of the items:

  • $1,000 or less - one written or two verbal quotes
  • $1,001 to $4,999 - three quotes including at least one written quote
  • $5,000 or more - three written quotes

The quotes should include the following information:
