Most major development proposals within the Town of Victoria Park are decided by the Development Assessment Panel (DAP) or the State Development Assessment Unit (SDAU).
The role of the Town of Victoria Park is to provide a recommendation on the proposal to the relevant decision-maker.
The Development Assessment Panel (DAP) is an independent decison-making body responsible for determining development applications with a value of $10 million or more (or an applicant may 'opt-in' for determination by the DAP where the value is $2 million or more, and not an excluded development type).
The Town of Victoria Park belongs to the Metro Inner - South Joint Development Assessment Panel.
The Development Assessment Panel consists of five members, comprising three specialist members (who are appointed by the Minister for Planning) and two local government councillors.
All Development Assessment Panel meetings are open to the public, and interested parties can address the meeting by submitting a Presentation Request at least 72 hours before the meeting.

As part of the State Government's COVID-19 economic recovery plan, a development application process has been introduced for significant projects .
Part 17 of the Planning and Development Act 2005 (the Act) grants the Western Australian Planning Commission (the WAPC) temporary decision-making powers to determine applications for significant development. A 'significant' development means any proposal (except for a warehouse) with an estimated cost of $20 million or more.
Under these changes, an application for a development which is defined as 'significant' is submitted directly to the WAPC.
It is intended that the State Development Assessment Unit will remain in place for 18 months from July 2020.
