Special Council Meeting

A Special Council Meeting will be held for the purpose of considering the:

  • Annual budget for 2021-2022
  • Long-Term Financial Plan
  • Resolutions from the Special Meeting of Electors held on Thursday 22 July 2021
  • Edward Millen House ground lease

Agenda available on the Town’s website by 5pm, Wednesday 28 July.

Public participation guidelines

Public questions and statements must not defame or adversely reflect on any elected member, staff member or member of the public. If, in the opinion of the Presiding Member, a question or statement is considered to be defamatory or adverse reflection, the making of the public question or statement will not be permitted.

Public question time

All public questions should be submitted in advance where possible to ensure answers will be available on the night. Public questions not submitted in advance will be considered after pre-submitted questions. Questions will be limited to three per person. No multi-part questions. Public questions must relate to the purpose of the meeting.

If you wish to ask a question at the Special Council Meeting, please submit your question by 9am on Monday 2 August 2021.

Public statement time

Each person wishing to make a public statement must register their intention to make a statement in advance and indicate which item on the agenda the statement is about. Public statements not registered in advance will not be accepted. The statement must relate directly to the matter listed on the meeting agenda that requires a decision of the meeting.

Public statements will be limited to one per person with a total time limit of two minutes per speaker. A timer will be activated at the beginning of the statement and the Presiding Member will invite the person making the statement to conclude their statement after two minutes.

If you wish to make a public statement at the Special Council Meeting, please register your statement by 9am on Monday 2 August 2021.


Depending on the number of requests received to make deputations, Council may resolve at the Special Council Meeting to limit the time for deputations.

If you wish to make a deputation at the Special Council Meeting, please complete and submit an application form by 6.30pm Sunday 1 August 2021. Deputations submitted after this time will not be accepted as per the Town’s Meeting Procedures Local Law 2019.

Public gallery seating arrangement

Places in the public gallery will be reserved for those that have registered to ask questions, make statements and deputations.

Once the limit is reached, people will be welcomed into the Town’s Makura Room (former Function Room) to watch the meeting by livestream. If anyone in the Makura Room has registered to participate in the meeting, they will be called into the Council Chambers when it is their turn to speak.

Please note, the livestream works on a 50 second delay.
