General waste bins

The Town provides each residential property with a 240 litre general waste bin for disposal of general household waste. General waste bin collections are conducted weekly and commence from 6am. Please ensure that your bin is no heavier than 70kg in weight, the lid is completely closed at all times and placed one metre from the kerbside clear from any obstructions such as power poles, street trees, parked cars and signs etc.

Remember to take your bin back on to your property as soon as possible. The Town of Victoria Park’s Health Local Law 1995 states that “the owner or occupier of premises shall, except for a reasonable period before and after collection times, keep the rubbish bins on the premises and located behind the street alignment so as not to be visible from the street or public place”.

What can I put in my general waste bin?

  • Food waste 
  • Garden waste - grass clippings, leaf litter and weeds, small branches
  • General damaged household waste - clothing, crockery/cutlery, plastic utensils/plates, terracotta pots (for undamaged items please consider dropping those items into one of the many available donation/recycling centres
  • Sanitary waste - doggie bags, nappies 
  • Medical waste - placed in a sealed container 

What can't I put in my general waste bin?

  • Hot or burning ash 
  • Hazardous waste - asbestos, motor oil, tyres, machine parts, paints or solvents, batteries, globes/tubes 
  • All building materials - bricks, concrete, gyprock, sand, tiles

Recycling bins

The Town provides each residential property with a 240 litre recycling yellow-lid bin for disposal of recyclable household waste. These bins are collected fortnightly (commercial properties weekly) and the Town is charged per lift to empty the bins. With the implementation of the Container Deposit Scheme your bin may have less recyclables in it, so why not leave it until the next collection if it isn't full and you can wait another fortnight.

The bins should be placed out for collection either the previous night or before
6am. Please ensure that your bin is no heavier than 70kg in weight, the lid is completely closed at all times and placed one metre from the kerbside. When both your general waste and recycling bins are placed out together, please allow a 30cm distance between each bin.

Remember to take your bin back on to your property as soon as possible. The Town of Victoria Park’s Health Local Law 1995 states that “the owner or occupier of premises shall, except for a reasonable period before and after collection times, keep the rubbish bins on the premises and located behind the street alignment so as not to be visible from the street or public place”.

Please contact Transpacific Cleanaway on (08) 6557 6907 as soon as you notice your bin has not been emptied. Dependent on the time they may be able to return and empty it on the same day. 

 

Request a new, additional or repaired bin

The Town provides each residential property with a 240-litre general waste bin (serviced weekly) as well as a 240-litre recycling bin (serviced fortnightly).

If you have just built a new property and require bins, or if you would like an additional bin for your property you can complete an online application form. Additional bins will incur the following costs:

Rubbish Service Charges per Service per Annum (240L General Waste) - 

Weekly service - pro rata, 6 months minimum - $572.00 (2022-2023 charges)

Rubbish Service Charges per Service per Annum - Fortnightly recycling bin - $132 per annum (2022-2023 charges)

 

Delivery of new bins can take up to five working days so please order your new bin before you plan to move in.

Stolen or missing bin

Who do I do if a bin has been stolen or missing?

If your bin has been stolen you can request a new one using our stolen bin form.

You will need to report stolen bins to the WA Police on 131 444 or police.wa.gov.au to obtain a Police Reference Number (PRN). You can then contact the Town Customer Relations team on 9311 8111, quote the reference number and arrange a replacement.

Assisted household bin service

For residents who are unable to place their bins on the verge for collection due to disability, age or illness. The service includes returning the emptied bins to the property.  To apply, contact the Town on 9311 8111.

 

Collection of motor oil

Cleanaway will collect five litres of motor oil from residents during the weekly waste bin collection. The motor oil must be in the original container and each resident is permitted to place out five litres per week. Cleanaway does not pick up cooking oils.

 

Changes to general waste

One car battery and one five-litre container of waste oil can be collected each week. 

Waste oil containers must be fully sealed. Please place the car battery and/or waste oil container on the ground next to the bin, so the waste collection vehicle will see the items as they approach. 

Do not place batteries or waste oil containers in the recycling bin - this has the potential to contaminate the whole load of recyclables.

Cleanaway's Perth Material Recovery Facility

In November 2019 Cleanaway’s Perth material recovery facility (MRF) in South Guildford was extensively damaged by a fire. Cleanaway is the Town's waste processing contractor and as such the South Guildford MRF is currently no longer operational to process the Town’s recycling waste. Cleanaway has been working to secure alternative processing capability within the Perth market since the incident at their South Guildford MRF. 

The Town and Cleanaway strongly encourages all businesses and residents to continue recycling as they were previously, and to ensure that only recyclable products are placed in your recycle bin.

Cleanaway and SMRC have executed a contract that will cover the period through to the rebuild of their facility. They have also secured some capacity through other MRFs located across Western Australia. They are targeting to have the rebuild of their facility completed in early 2021. 

Under the contract with SMRC, Cleanaway will be able to process 50,000 tonnes of comingled recyclables over the next 12 months. SMRC has commenced ramping up its operations to provide this capacity with processing of the Town’s recyclables to recommence on Monday 24 February 2020.

Whilst the SMRC arrangement is insufficient to achieve full processing of recyclables for all of Cleanaway’s municipal customers, they are expediting further interim infrastructure. Cleanaway is continuing to process the licence application lodged on 18 December 2019 that provides for the manual processing of recyclables at Welshpool. They are targeting the commencement of manual processing at this facility in Q2 2020 and are working with the authorities to expedite this application. 

The WA government will provide funding support to SMRC for its additional maintenance costs.

China recyclables ban

Recycled materials are currently processed by Cleanaway who have recently met with the Town to discuss China's recent decision to clamp down on its importing of recyclable waste.

The Town currently does not agree to any increases that may be requested which are not in line with the contract conditions. There is no expectation that there will be an increase in cost to be passed on to households in the short term.  However, the Town is assessing its options for the longer term future and will communicate the necessary changes when they are decided.

Cleanaway have committed to keep processing recycled materials (unlike some operators in the eastern states where recycled material is being sent to landfill). Cleanaway makes its own decision on the optimal level of stockpile to ensure that their transport delivery processes are maintained at the most efficient level.

The Town is working with the relevant regional councils and industry practitioners to ensure that the best outcome will be achieved for its households should there be any negative changes.
