Major Development Proposals

Most major development proposals within the Town of Victoria Park are decided by the Development Assessment Panel (DAP) or the State Development Assessment Unit (SDAU).  

The role of the Town of Victoria Park is to provide a recommendation on the proposal to the relevant decision-maker. 

Development Assessment Panels (DAP) 

The Development Assessment Panel (DAP) is an independent decision-making body responsible for determining development applications with a value of $2 million or more (subject to criteria).  

The Town of Victoria Park belongs to the Metro Inner Development Assessment Panel. 

The Development Assessment Panel consists of five members, comprising three specialist members (who are appointed by the Minister for Planning) and two local government elected members.

Community consultation of proposals considered by the DAP

The Town of Victoria Park receives, assesses and prepares a report on DAP applications for proposals, however the final decision is made by the members of the Metropolitan Inner Development Assessment Panel (DAP).

The assessment process may include advertising of the application, if required by the Town's Local Planning Policy 37 - Community Consultation on Planning Proposals.

Lodging a DAP application

It is recommended that applicants contact the Town of Victoria Park to arrange a pre-lodgement meeting prior to lodging a DAP application. The Town can provide preliminary advice on the proposal and identify the planning framework to be considered.

DAP applications are also strongly encouraged to be presented to the Town's Design Review Panel prior to being lodged.

State Development Assessment Unit (SDAU) 

Part 11B of the Planning and Development Act 2005 (the Act) grants the Western Australian Planning Commission (the WAPC) decision-making powers to determine applications for complex and significant development proposals. This pathway is open to proposals with a development value of $20 million or more, or projects that raise issues of State or regional importance, as authorised for entry into the pathway by the Premier, on the recommendation of the Minister for Planning.

All Part 11B pathway applications are coordinated by the State Development Assessment Unit (SDAU), which is a unit located within the Department of Planning, Lands, and Heritage (DPLH).

Community consultation of proposals considered by the SDAU 

All community consultation in relation to development applications considered by the SDAU will be undertaken by the State Government. Comments should be made to the SDAU directly.

As part of the assessment of a development application by the SDAU, the Town of Victoria Park has 42 days to provide written comments and recommendation on the proposal.
