Precinct Planning Program
The Local Planning Strategy recommends that the local planning framework be progressively updated through precinct planning.
Each precinct is complex and requires individual attention, engagement with landowners and community and development of tailored planning directions.
Precinct planning areas
The current focus areas for the Town's precinct planning program are shown below.

Albany Highway Precinct Planning 2021-2026
Precinct planning for the Albany Highway area is well underway and kicked off in 2021 with a comprehensive research and community engagement campaign called Shape Albany Highway. The campaign sought the community’s input on exploring and documenting Albany Highway, envisioning development and growth scenarios for the future of the precinct.
The community’s input was used to shape the draft Albany Highway Precinct Plan, which was endorsed by Council on 17 June 2025.
The endorsed draft plan will now be considered by the State Government’s WA Planning Commission along with a small number of amendments proposed by Council (see the above linked Council minutes for more information on this or view the live stream from the 17 June).

Oats Street Station Precinct Planning 2023-2026
The Oats Street Station precinct has been identified in State and Local Government planning frameworks as having the potential for greater development to maximise community use of high frequency public transport services. In light of this, the Town is investigating opportunities for growth and improvement, and will engage community, businesses, and other key stakeholders to develop a precinct structure plan to guide long-term redevelopment.

Technology Park Precinct Structure Plan 2024-2026
The Technology Park precinct has been identified as having the potential to be promoted and consolidated as a specialised location for research and development activities supported by a mix of complementary uses. This precinct structure planning project is being led externally from the Town by the State Government's central land and development agency - Development WA. Engagement with community, businesses, and other key stakeholders to develop a precinct structure plan is underway.

- Carlisle Town Centre and Station Precinct - Complete 2024. Actioned through preparation of Local Planning Scheme No.2.
- Burswood South Mixed-Use Precinct - scheduled to commence 2026.
- McCallum-Canning Highway Mixed-Use Precinct - scheduled to commence 2027.
- Belmont Park Racecourse Structure Plan - scheduled to commence in 2026.
Future Investigation Areas
The Town's Local Planning Strategy identifies Future Investigation Areas (FIAs) as areas having opportunity to accommodate additional dwelling growth subject to further investigation and engagement with the community to gauge levels of support for prospective changes to higher (likely medium) residential densities that will inform a future amendment to the Town’s local planning scheme.
- St James FIA - scheduled to commence in 2026-2027.
- Lathlain FIA - scheduled to commence in 2026-2027.
- Victoria Park FIA - scheduled to commence in 2027-2028.
