The below information provides a guide on the approvals and permits typically required for hairdressing, beauty therapy or skin penetration businesses.  


All proposals for a home business will require an application for development approval 

Businesses operating from a commercial premise may require development approval if you are proposing to: 

  • Open a new business or change the nature of an existing business 
  • Increase the number of patrons and/or staff on site 
  • Increase the floor area in which you want to operate 
  • Change the operating hours 
  • External building works
  • Provide car parking or increase/reduce car parking

    Where there are any structural installations or alterations you will need a building permit.  

    Works involving alterations and additions to an existing building will usually require a building permit as the proposed fit-out could affect the way the building complies with the Building Code of Australia and applicable Australian standards.

    • Ear or body piercing
    • Hairdressing 
    • Tattooing  
    • Permanent eyebrow/lip lining
    • Waxing 
    • Electrolysis 
    • Manicure and pedicure 
    • Spray tanning
