The Town is set to celebrate a major milestone with the opening of the historic Elizabeth Baillie Precinct Redevelopment, the culmination of more than a decade of community consultation, planning and investment, and revitalisation. The Precinct forms one of the Town’s most significant community assets and is now a regional destination for the local community and visitors alike.
To mark the occasion, the Town is hosting a free community celebration on Saturday 14 March, featuring an evening of entertainment including outdoor circus performances in the amphitheatre, roving performers, children’s activities, and food offerings from new hospitality venue operator, Baillie Hill.
Mayor Karen Vernon said the project reflects the Town’s commitment to creating inclusive, vibrant, and community-centred public spaces.
“This redevelopment was inspired by our community’s desire to unlock the potential of the heritage buildings and the surrounding parkland and create a place where people of all ages and abilities can connect and feel welcome.”
“The restoration of Elizabeth Baillie House to its former architectural glory preserves a unique part of our history, and its conversion into a modern hospitality and entertainment venue is perfectly complemented by the beautiful upgrade of Elizabeth Baillie Park. Seeing this vision come to life is a proud moment for our Council and our community.”
The Town’s $8.1 million upgrade of Elizabeth Baillie Park delivers a diverse range of new facilities with a strong focus on accessibility and inclusivity. Key features include:
The Mildred Creak Playground, purpose-built for neurodiverse children in collaboration with Autism Association WA.
- An outdoor amphitheatre for artistic and cultural performances, events and community use.
- A fully accessible Changing Places facility and upgraded toilet amenities.
- New reticulated turf and an urban forest
- Nature play areas, new accessible pathways, seating, and BBQ facilities.
The upgrade is supported by a $2.2 million Lotterywest grant, which helped fund the Mildred Creak Playground and the Changing Places facility, and the broader precinct development is supported by $4 million from the Australian Government.
Lotterywest CEO Colin Smith said Lotterywest is proud to support this new community space in the heart of Victoria Park.
“A Lotterywest grant of $2.2 million has enabled a purpose-built playground where families and community members of all abilities can connect, play and feel a true sense of belonging,” Mr Smith said.
“The Elizabeth Baillie Precinct will strengthen community connection in Victoria Park by providing an enriching experience, drawing community together and celebrating the heritage of the site.”
