We want your feedback on the Edward Millen Business Plan!

In a rare and exciting collaboration between the private sector, Australian and Local Governments, Town of Victoria Park Council have endorsed a plan to unlock the future of Edward Millen House, surrounding buildings and parklands.

The House is to be leased to WA based company Blackoak Capital Ventures. Under the proposed lease, Blackoak will carry out the heritage restoration work on the buildings, pay rates, taxes, outgoings, insurance, service upgrades and ongoing maintenance costs of the buildings, any new buildings and immediate surrounds. 

The proposal includes creating unique offerings such as:

  • A café
  • Bistro dining
  • Gastro pub
  • Event and function space
  • Bakery
  • Local produce store
  • Fruit and vegetable gardens
  • Farmers market for artisan food and crafts
  • Childcare facilities

To name a few! Importantly, a public museum space is to be created inside the House, and the immediate surroundings will be landscaped.

The Town is excited to secure a proposal that has a positive financial return for the community and a substantial investment in new facilities at no cost to the Town. 

We are now seeking public submissions on the Business Plan, which contains information on the Draft Agreement for Lease and Draft Lease, that will assist council to make a final decision on the proposed lease.
