Have your say on underground power in Carlisle South

Published on Wednesday, 6 May 2026 at 12:00:00 PM

The Town is exploring the possibility of underground power in Carlisle South – covering the area between Rutland Avenue, Roberts Road, Star Street and Mercury Street.

While this area isn’t part of Western Power’s standard underground program (as existing overhead lines aren’t yet due for replacement), the Town can put it forward for consideration under Western Power's Retrospective Underground Power (RUP) program.

If delivered, underground power would bring Carlisle South in line with surrounding neighbourhoods and offer benefits such as:

  • Improved reliability and fewer outages
  • Increased capacity to support future electricity demand (including EVs and air conditioning)
  • Safer streets, with overhead connections removed
  • More space for street trees
  • Upgraded street lighting with modern LED technology

If you live in the area, here's what would be involved if the Town progresses with the project:

Early advice from Western Power indicates construction would be at least 2–3 years away. Estimated costs are around $3,500–$4,000 per property (before any eligible pensioner or seniors' concessions). In past underground power projects, the Town has allowed residents to spread payments over several years.

Have your say

Before presenting this to Council, we’re seeking input from residents and ratepayers in the proposed area.
