The Town of Victoria Park’s Elizabeth Baillie Precinct redevelopment has won another award, this time at the 2026 Urban Development Institute of Australia (UDIA) WA Awards for Excellence.
The Social and Community Infrastructure Award recognises the transformation of the long-vacant heritage site into a thriving community hub, bringing together hospitality, arts, recreation, inclusive play and public open space.
Mayor Karen Vernon said the award recognised the community’s aspirations for the Precinct and the unique public-private partnership with Blackoak Capital Ventures that brought it all to life.
“This Precinct redevelopment demonstrates what can be achieved when local government and the private sector share a clear vision and collaborate to deliver a lasting legacy for the community,” Mayor Vernon said.
“The Town invested in a major $8.1 million redevelopment of Elizabeth Baillie Park, while Blackoak restored and adapted the heritage-listed Elizabeth Baillie House and surrounding buildings into a vibrant entertainment and creative destination.
“Together, we have transformed a place that had been underutilised and unloved for many years into a welcoming one that celebrates its historical significance while giving it a new future. It is truly the new jewel in the Victoria Park crown.”
The UDIA judges described the project as an “outstanding example of local government leadership, partnership and placemaking”.
They praised the way restored heritage buildings had been seamlessly integrated with contemporary landscaping and public spaces, creating a hub for social connection, creativity and community wellbeing.
The judges also highlighted the project’s strong commitment to accessibility and inclusion, including the Mildred Creak Playground designed in consultation with Autism WA, accessible paths, inclusive recreation areas and the Town’s first adult Changing Places facility.
Mayor Vernon said the community’s response since the Precinct officially opened in March had been overwhelmingly positive.
“Whether people are meeting for coffee or a meal, enjoying the playground and beautiful parkland, visiting the artist studios or attending an event, Elizabeth Baillie Precinct has quickly become a place where our community comes together.
“This award belongs to everyone who contributed to the Redevelopment, including Council, Town staff, Blackoak, LotteryWest, Commonwealth Government, consultants and contractors, and most importantly, the many community members who helped shape the future direction of the Precinct.”
The UDIA award adds to the project’s growing list of honours. In June, Elizabeth Baillie Park received the Most Accessible Communities Award at the 2026 WALGA Local Government Awards.
